The new rules implemented by the operators:

What about Sender IDs for truly “sensitive” brands?
It is clear that the “sensitive” brands retain the right to use their name and variations as a personalized transmitter. To ensure that this is done safely, each aggregator is asked to provide the operators with the list of authorized transmitters , as they belong to the brands they sms promotional campaign represent. This authorization takes the form of a letter/form, addressed to the operators and signed by both parties, authorizing the subcontractor to use the sender ID of the brand in question .
